fixed a bug where ranked lists with not many books were getting too many points.

This is a major update. I re-evaluated a lot of the penalties and converted them to percentages instead of just points. I removed the min-max normalization which was boosting a lot of lists unnecessarily, and added over 10 high quality lists.

Added 1000 Novels Everyone Must Read from the Guardian, which is a pretty nice list with a ton of books.

Added the new Bulgarian little read list, and made adjustments to the algorithm. decreased the minimum capped value of a list to -100 instead of -50

Improved the weights of many lists using feature/min max scaling, adjust a few other things to make the rankings more accurate. I also added 3 new lists.
