It shows how individual leaders’ motives, domestic political arrangements, and state ideologies can contribute to aggression yet fall short of fully explaining recurrent war, and it emphasizes how the absence of overarching authority and the distribution of power among states channel state behavior, generate security dilemmas, and make violent struggle a persistent feature of international affairs.
