The book analyzes how, after the chaotic 1990s, the Russian state reasserted control in the 2000s by rebuilding institutions, recentralizing power, and creating a more assertive bureaucracy and political system that traded expanded public order and economic stability for curtailed political pluralism; it examines the tools of this revival—resource-driven economic policy, state corporations, media and civil-society regulation, and elite management—and assesses the resulting social contract, limits on liberal reforms, and implications for Russia’s political trajectory through 2012.
