  1. 1. Man, The State, And War

    A Theoretical Analysis

The work analyzes the causes of international conflict by distinguishing three levels of explanation—individual human nature and psychology, the internal organization and policies of states, and the anarchic structure of the international system—and subjects classical, domestic, and systemic theories to critical scrutiny. It shows how individual leaders’ motives, domestic political arrangements, and state ideologies can contribute to aggression yet fall short of fully explaining recurrent war, and it emphasizes how the absence of overarching authority and the distribution of power among states channel state behavior, generate security dilemmas, and make violent struggle a persistent feature of international affairs.
